Si lo es, como todas las medidas estas de copyright que se las salta el que quiere y luego al que joden es al usuario legal.
Hablando de la ley que dicen en el twitt:

(A)is primarily designed or produced for the purpose of circumventing a technological measure that effectively controls access to a work protected under this title;
(B)has only limited commercially significant purpose or use other than to circumvent a technological measure that effectively controls access to a work protected under this title; or
(C) is marketed by that person or another acting in concert with that person with that person’s knowledge for use in circumventing a technological measure that effectively controls access to a work protected under this title.

Me estoy leyendo la ley esa en supuesto, y no siendo de leyes, no veo nada que obligue a nada a conectarse a internet siquiera una vez. O se curan demasiado en salud o es el típico abuso que hacen todas las empresas amparándose en leyes con mas excepciones que ley en sí. La ley en cuestión va mas de prohibir a quien facilite la adquisición de cacharros cuya función primaria sea saltarse el copyright, tenga o no funciones secundarias menores. Un lector de PS5 claramente tiene una función primaria que no es saltarse el copyright, sino ejecutar legalmente copias legales originales de juegos/peliculas/música. Al que le pueden meter el puro con eso, es al que venda o facilite dichos aparatos cuya función primaria es saltarse el copyright.
Que ya te digo yo no soy de leyes, y la ley en general es un laberinto, pero más parece una excusa a nivel de industria para meter ese tipo de comprobaciones online, a algo necesario en la realidad de esa ley.
